Job Description
Summary: Mercy Corps is looking for a consultant to establish a baseline measurement for the PROSPER program in Kayah State, Myanmar. The consultant will be responsible for carrying out a baseline study, identifying a common understanding of specific terms (e.g., trust, peace), establishing a method for measuring the program results against a counterfactual and identifying a monitoring methodology, and carrying out the baseline data collection and analysis. The consultant will work with a local research firm to collect the data. The consultancy should take a maximum of 40 days of efforts, with deliverables completed by 31 December 2015. Interested applicants should submit a statement of interest including CV, proposed methodology and workplan, and detailed cost requirements by 9 September 2015. A sample of previous work should be included. Proposals will be evaluated based on value for money and technical quality.

Candidates with previous Myanmar experience are strongly preferred.
