Qualifications 
Required: BA/BS with at least 6 years of professional experience in the field of public affairs, human rights, or similar. Knowledge and connection in the local public (government), legal and human rights sectors, and government-nonprofit relationships. Strong interpersonal skills, including demonstrated ability to work effectively as a team member, function comfortably in an academic setting, and interact with a diverse group of individuals, organizations and the public. Excellent written and verbal communication skills. Exceptional organizational skills, follow-through and attention to detail. Computer competency with Microsoft Office, spreadsheets, data analysis tools, and e-mail.

Preferred Qualifications: 5 years or more of professional experience in the government, nonprofit, or private sector with increasing responsibility. Experience with coalition building and program development. Experience working with non-US mid-career legal/human rights professionals and law or graduate students.
About the Job
The Associate Program Coordinator will administer the Law/Human Rights Humphrey International Fellows program under the auspices of the International Fellows and Scholars program (IFS), in the Global Programs area of the HHH UMN. The Associate Program Director will work under the supervision of the Humphrey School Director of Global Programs and together with other IFS staff members to administer the day-to-day operations of the Law/Human Rights Humphrey Fellows, coordinating relations with the Humphrey School and the University of Minnesota community, professional colleagues, the Institute for International Education, and the U.S. Department of State; co-organizing a required seminar for Humphrey Fellows; assisting with the creation of professional development and training opportunities; and mentoring and advising of Law/HR Humphrey Fellows.

Professional Development/Education/Training for Law/Human Rights Humphrey Fellows (60%)

Individual Leadership/Professional Development

Assisting Law/HR Humphrey Fellows in developing individually tailored ten-month programs of academic and professional experiences directly related to the needs of each Fellow, as well as organizing professional development workshops and seminars, in consultation with the IFS director, the Assistant Program Director responsible for the Humphrey Public Policy Fellows, and HHH, CLA, and Law School faculty. Some programs may be developed jointly across Humphrey cohorts, bringing Public Policy and Law/HR Fellows together.

Specifically:
• Designing, developing, and delivering professional development workshop series independently throughout the year (includes professional presentation skills, academic writing, professional writing, grant writing and conflict resolution);
• Negotiating with professionals and academics to present selected professional development workshops for the Fellows; and
• Arranging professional development site visits and field trips in the metro area and greater MN.

Professional Support (Activities and Affiliations)
Assisting Fellows to make contact throughout the academic year with other faculty and professionals from appropriate organizations at the local and national levels, as well as arranging a professional affiliation (similar to a graduate-level internship) of at least six-week’s duration with a U.S. based organization appropriate to the Fellow’s particular field.
Specifically:
• Recommending professional activities, such as conferences, site visits and meetings with specialists and experts;
• Encouraging Fellows to develop joint projects with faculty, graduate/law students or professionals in the community;
• Overseeing assistance to Fellows that provides them with resources for resume development;
• Advising, mentoring and monitoring Fellows as they develop professional networks both to solicit formal professional affiliations and to make contacts and form informal working relationships;
• Developing and maintaining a professional contacts database with appropriate individuals at the University, local, and national levels;
• Advising and assisting with the development of Fellows’ formal affiliation proposal;
• Serving as primary program contact with host individual/organization; and
• Coordinating law enforcement and human rights activities with colleagues in the Law School, the CLA, the new Humphrey School Human Rights degree program and the HHH Public and Nonprofit Management area.

Special Training
Coordinating any relevant training for Fellows, to include:
• Arranging computer training; and
Arranging workshops on relevant topics, such as management, negotiation skills, research methodology, and/or introduction to statistical analysis.

Teaching and Training
• Organize and oversee Humphrey Seminar for Law/HR Fellows, including arrange for outside speakers and site visits, assist Fellows on projects and with writing articles and presentations. and review and provide feedback on Fellows' required presentations and projects.

Academic Advising/Mentoring
• Appointing an academic advisor/mentor for each HHH Fellow, in consultation with the program director and UMN Law School and Human Rights program faculty; and
• Advising and monitoring Fellows as they select and enroll in academic courses at the University as part of their fellowship program, including initial processing of registration documents.

Organizing Integrated Program Components
• Coordinating the Associate Campus Partnership(s).
• Coordinating special projects for the Law/HR Fellows, including cross-campus collaborations with coordinate campuses of the Humphrey Fellows Program sponsored by IIE.

Program Management, Publicity and Funder Relations (40%)

Liaison with Institute for International Education (IIE) and other funders
• Maintaining regular contact with all funders, consulting on key issues as needed with the program director.
• Contacting IIE or other funders or sponsors within 24 hours concerning any situation that presents possible serious legal, medical, or media issues for a fellow or scholar or the program.

Program Reports
• Submitting narrative reports to IIE (one at mid-year and one at year’s end) assessing the progress of each Humphrey Fellow in meeting his/her program objectives and in participating in program activities; and
• Reporting as necessary to any other funding or partnering agencies.

Program Logistics
Guiding the work of the Program Specialist and other staff in providing complete logistical support throughout the year, which includes both short and long term strategic planning for the Law/Human Rights program. Some project work will be done together with other groups in the IFS and the Humphrey School and all work in coordination with other IFS staff members.
Specifically:
• Developing extended or short-term orientation program, orientation retreat and mid-year retreat, to facilitate Law/HR Fellows successful adaptation to and completion of their fellowship, study or research programs;
• Fostering productive group dynamics and teamwork among Fellows and across cohorts;
• Assisting with airport arrival (as necessary) and arranging adequate housing;
• Providing on campus work resources for Fellows (computer facilities, e-mail accounts, medical insurance, submission of claims);
• Preparing annual pre-departure materials in accordance with IIE or other funder requirements;
• Providing a “host/friendship” family for Law/HR Fellows, coordinated with IFS staff;
• Arranging year-end ceremony(ies) on campus in the late spring that mark the conclusion of program activities;
• Attending the annual workshop for Humphrey Fulbright Fellowship coordinators organized by IIE in May; and
• Identifying, planning and coordinating social and cultural activities and events, including logistics and travel.

Promoting Fellows as Resources
Promoting Fellows as local resources: a) to increase international understanding among Americans; b) to provide professional expertise at the UMN and in the community; and c) to participate in community activities. Specifically, working with other staff in:
• Arranging volunteer activities for Fellows in the community; and
• Introducing Fellows to local organizations and individuals that may provide professional networking opportunities.

Program Publicity
• Promoting the Humphrey Fellows and other exchange relationships on the university campus among faculty, administrators and students, both undergraduate and graduate, and to relevant individuals and groups in the community; and
• Publishing an annual brochure that introduces the campus Humphrey Fulbright Fellows Program and acknowledges U.S. government sponsorship through the U.S. Department of State.

Program Financial and Personnel Management
• Guide the work of IFS full-time, part-time and temporary office staff: Program Specialist, temporary staff and student employees (graduate and undergraduate);
• Assist the program director with fund-raising, which could include writing letters of inquiry, recommendation and grant proposals and work with HHH Finance Office staff to submit grants using UMN and funder procedures;
• Manage budget for the Law/HR portions of the IIE grants, including assisting with budget development and oversight, monitoring of agreed upon deliverables and communication with funders; and
• Monitor and develop IFS project budgets and budget requests.

Salary Range - $60,500 - $73,500
