Uganda Site Visit Report, GPA/MDP capstone team

University of Minnesota Humphrey School of Public ffairs Global Policy Area/Master of Development Practice Capstone Project with the American Refugee Committee (ARC):  Uganda Site Visit Report March 2016

THE CAPSTONE TEAM:

The University of Minnesota’s Humphrey School of Public Affairs is a premiere graduate-level school committed to advancing the common good. This project team includes two students from the Master of Development Practice (MDP) program and one student from the Master of Public Policy (MPP) program. This capstone is an applied version of a thesis with ARC, which submitted this proposed M&E project.

ARC CAPSONE PROJECT: December 2015 to May 2016

A Monitoring and Evaluation (M&E) capstone project is being conducted with ARC, dedicated to improving the way ARC measures, analyzes, and uses information on their programming performance and impact. This project seeks to contribute to ARC’s M&E system to foster a culture of learning, increase stakeholder engagement, achieve program effectiveness, and organizational sustainability. The project will look at best practices in humanitarian aid M&E and will include several deliverables:

· Report on M&E best practices in humanitarian aid field
· Internal ARC M&E report card
· Review and analysis of current and past ARC M&E indicators
· Final report and presentation (May 2016)

UGANDA SITE VISIT ACTIVITIES: Two of three team members traveled to Uganda to conduct site visits in Kampala and Nakivale refugee settlement to gain further understanding of M&E practices in the field. Throughout one week, Christina Field and Mavic Punay:

· Conducted 12 interviews with ARC staff in Kampala and Nakivale

· Visited key points in the settlement: reception center, ARC base camp, ARC women’s livelihood projects, ARC facilities for GBV/protection programming, and the ARC water treatment facility

· Studied data collection methods by examining more than 31 M&E tools for different sectors

· Conducted data flow mapping through interviews with select staff and review of staff job descriptions

· Photographed data storage facilities and ARC projects sites.
