Pushing Forward U.S. Cuba Policy: The Effects of the Embargo on Intersector and Intergovernmental Collaboration
Jeffrey Kovar, Assistant Legal Adviser for Western Hemisphere Affairs
U.S. Department of State
How far have we come since President Obama announced his new Cuba policy? What effect does the current economic embargo on Cuba have on individuals, businesses, government, and international organizations? Mr. Kovar will detail changes since December 2014, including removing Cuba from the terrorist list, reestablishment of diplomatic relations, several rounds of regulatory loosening of the embargo, the beginning of scheduled commercial flights to Cuba, and bilateral discussions on issues from the environment, to claims, to the return of fugitives from justice. He will describe the restrictions put on these efforts by the current economic embargo and the effects on intersector and intergovernmental collaboration.
