Chemonics job posting: Chief of party youth & community, Tunisia

Chemonics seeks a chief of party for the anticipated four-year USAID Youth and Community Resilience Project in Tunisia. The project will implement a community-led approach to address youth and community needs and build resilience. It will support communities in creating alternative pathways for youth through activities that intentionally engage youth within their communities to promote positive outcomes. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Provide overall project leadership, management, and technical direction
  • Ensure that all project assistance is technically sound and appropriate
  • Operationalize the project’s vision and strategy
  • Oversee work planning and performance management, and ensure the project’s monitoring and evaluation system provides timely and continuous feedback
  • Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officials, including holding a stakeholder coordination role and representing the project at periodic meetings to report on planned activities and implementation status and to identify opportunities for collaboration to maximize resources and impact
  • Serve as the project’s primary liaison with Chemonics’ Washington, D.C.-based project backstopping team on contractual matters
  • Supervise project technical staff, including deputy and technical leads, ensuring staff successfully manage project activities and operations
  • Work with government counterparts to define project activities and targets and ensure close collaboration
  • Be accountable for achieving results and targets as described in the project’s work plan
  • Participate in regular project evaluations to assess project results and lead efforts to refine and adapt project strategy as needed to achieve impact

  • Advanced degree in international development, public policy, economic development, governance or related field
  • Experience as a chief of party or deputy chief of party required
  • Experience managing projects focusing on youth empowerment/engagement, countering violent extremism, and community resilience strongly preferred
  • Experience managing programs with a grants or subgrants component preferred
  • Demonstrated leadership in designing, managing, implementing, or monitoring and evaluating large, multicomponent projects
  • Strong interpersonal and communication skills (both speaking and writing) to fulfill the project’s diverse technical and managerial requirements and to effectively coordinate with a range of stakeholders
  • Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
  • Proven ability to effectively coordinate activities with other donor projects
  • Experience working in Tunisia or North Africa strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in writing and speaking English required; French or North African Arabic strongly preferred
