Summary
The purpose of the Education Specialist position is technical development, strategic direction and quality assurance of the Education CC for the Colombia Country Programme, which includes programme activities in five countries Colombia, Venezuela, Panama, Ecuador and Honduras. The CC Specialist is responsible for mentoring, train, capacity build staff on CC technical capacity.

Background
NRC has been active in Colombia since 1991, providing protection and humanitarian assistance to refugees and internally displaced persons. NRC’s activities aim at promoting respect for the rights of displaced persons in Colombia and refugees and asylum seekers and others in need of international protection in Panama, Ecuador and Venezuela. NRC is addressing displacement and emergency-related gaps and is promoting protection of the rights of other individuals of concern.

Responsibilities
- Develop CC strategy, technical guidance, technical documents and Macro LFAs
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Identify trends technical standards and donor priorities
- Provide technical direction and project implementation support, participate in project start up and follow up meetings
- Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Monthly visits to field offices
- Identify the needs to conduct internal reviews and / or evaluations for Education activities / Strategy in the Colombia program

Requirements
- Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Core competency expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English and Spanish, both written and verbal
- Valid driver’s license
- Knowledge of the Colombian and regional Humanitarian context
- Knowledge of the legal framework on IDP and Refugee rights for the LAC region
