Senior Advisor, Aid Effectiveness Partnerships
LOCATION: Washington, DC
REPORTS TO: Alliances Manager

COORDINATES WITH Accountable Development Finance thematic team; Communications Department; Oxfam country offices; Oxfam International Aid Policy Team; and policy staff of select Oxfam affiliates. Matrixed with the Aid Effectiveness Team.

PURPOSE OF POSITION:

Oxfam is working to elevate the voices of compelling, articulate change leaders in developing countries, from either government, civil society, or the private sector, whose perspective on the quality of Official Development Assistance (ODA) will help shape the policies and practices that govern international aid to better achieve improvements in the lives of people in poverty.

The Senior Advisor for Aid Effectiveness Partnerships will support Oxfam’s advocacy on aid effectiveness by building and managing relationships with “Field Voices” – specifically strategic and influential individuals whose perspective on the quality of ODA will help Oxfam achieve its aid effectiveness policy goals through representation with US, European and other governments.

PRIMARY RESPONSIBILITIES:

Advocacy and strategy
Create and implement strategy to advise, engage, and build relationships with influentials, to broaden Oxfam’s network of allies from partner countries and achieve advocacy outcomes that make development aid more transparent, accountable and effective;
Over the course of approximately 2 years, identify, cultivate and maintain relationships with a cadre of 10-25 effective aid voices;
Coordinate with Oxfam affiliate teams to create strategic advocacy moments in the US and abroad, featuring effective aid voices, with a goal of creating increased awareness of the need for greater transparency and accountability in development aid funding.
Represent Oxfam at strategic events, including national and regional networking conferences.
Identify opportunities where the effective aid voices can leverage the expertise of Oxfam staff for greater impact in the policy and advocacy efforts in their home countries.



Coordination and project management
Lead project management of advocacy moments including identification and coordination of national influencing voices; creation of talking points; setting up briefings and trainings for international guests on donor-country culture, policy and context, scheduling and managing their time effectively, and arranging travel and all related logistics.
Leverage relationships with effective aid voices by coordinating with Oxfam teams in the US and Europe as well as in the participants’ home countries to support the agency’s overall mission and advocacy efforts.
Maintain Oxfam’s internal tracking mechanism to maximize these contacts.

Domestic and International travel will be required, estimated at 20-25% of time.

QUALIFICATIONS:

Education
Master’s degree in relevant field, such as public policy international relations or international development, or equivalent combination of education, experience and training.

Experience and Core Competencies
5-7 years relevant experience in facilitation, organizing and relationship management.
Demonstrated ability to manage complex multi-functional projects and teams in a distributed work environment.
Excellent communications skills, both oral and written, with public speaking experience.
Ability to represent Oxfam in professional settings.
Ability to work with Microsoft Office Systems and using multimedia technologies.
Experience writing and executing advocacy plans with measurable milestones.
Knowledge of the fields of international development and human rights.
Experience working in a developing country.
Exposure to, or experience in, development programs in the field.
Ability to communicate in French or Spanish preferred
