We currently implement two programs across 13 villages in Eastern Sierra Leone and have a headquarters office in Minneapolis, MN.

Job Description

Reporting to the Country Director and working closely with the Sierra Leone-based Program Director and the US-based team, s/he oversee fulltime staff and manage all monitoring and evaluation activities in Sierra Leone. The MEL Manager assists in communicating our impact to an international audience and is a thought leader within and outside our organization. The successful candidate will be a leader who will continually push us to innovate, to be more responsive to our partner communities, to learn and refine quickly and to share experience and resources widely. This candidate will hold a deep appreciation for community-driven development, broad knowledge of participatory M&E approaches, and possess strong report writing abilities.

The position is based in the small town of Bunumbu in Eastern Sierra Leone with travel to nearby communities. The salary range for this position is $30,000 - $35,000 annually, with a competitive benefits package including: housing allowance, health and dental coverage, evacuation insurance, annual home leave, R&R, phone and mobile data allowance, and generous paid vacation, holiday and sick time.

Responsibilities
  • Ensure organizational effectiveness by providing leadership for the organization’s monitoring and evaluation activities in Sierra Leone. 
  • Lead the management and refinement of OneVillage Partners’ monitoring and evaluation systems, including vetting indicators, improving our theory of change, streamlining data collection processes and building staff capacity to collect, report and share data.
  • Vet indicators and verification methods for annual program targets.
  • Work alongside OneVillage Partners’ staff and partner communities in the development of project-specific indicators and community-based monitoring plans.
  • Ensure data integrity throughout the process of data collection, storage, entry, verification, cleaning, analysis and reporting.
  • Work closely with senior staff to strengthen data-driven program development and decision-making. 
  • Report on monthly, quarterly, and annual progress providing information to all relevant stakeholders, including project participants.
  • Support OneVillage Partners in grant writing and communicating our goals and impact with donors and potential funders.
  • Work with the US and Sierra Leone-based Leadership Team to support the development and implementation of OneVillage Partners strategic plan.
  • Create and conduct staff trainings on data collection, M&E processes and participatory approaches to M&E.
  • Manage and support direct report staff by establishing annual and monthly workplans, debriefing with team regularly, mentoring and building capacity of team. 
  • Manage annual budget and expenses of MEL Department. 
  • Contribute to OneVillage Partners’ thought leadership by staying up to date on Community-Led Development and participatory M&E approaches, while also building bridges to likeminded organizations.
  • Share resources, learning and innovations externally through collaboration, conferences and publications.
Qualifications
  • Graduate degree in Program Evaluation, Research Methodology, Statistics or a relevant field.
  • Experience conceptualizing, developing and implementing a monitoring and evaluation system using participatory methods. Previous experience with Most Significant Change a benefit.
  • Deep understanding of and practical experience with Community-Led Development, especially through on-the-ground implementation in cross-cultural contexts
  • Experience supervising and managing a multi-disciplinary team in a cross-cultural setting 
  • Experience preparing and delivering transformative trainings; demonstrated facilitation skills
  • Minimum of six months’ experience living or working in a developing country
  • Excellent written and spoken English language ability; knowledge of Mende or Krio a plus
  • Strong ability to work independently; energy, enthusiasm, and innovation in problem solving
  • High level of patience and flexibility
  • Proficiency with Microsoft Office and Qualitative data software. Experience with QDA Minor and Kobo preferred.
