Humphrey Fellow Lutenco from Moldova completes affiliation with Minnesota Management & Budget

Victor Lutenco, 2017-18 Hubert H. Humphrey International Fellow from Moldova in residence at the University of Minnesota Humphrey School of Public Affairs, served a local professional affiliation this spring with the Minnesota Management and Budget, Results Management Unit (Results First Initiative). 

"The MMB Results First Initiative is one of the most advanced frameworks to use results and evidence-based management in policy making. As Moldova goes through a comprehensive government reform, the knowledge, experience and good practices accumulated while working with MMB will help me make key contribution to shifting Moldova’s policy-making standards towards fact-based and benefit-cost analysis. Also, by working specifically on two-generational policies and focusing on the dissemination of research results by Results First Initiative, I will accumulate important skills that I will be able to transfer and use in Moldova.:

Minnesota Management and Budget (MMB) serves the people of Minnesota by providing the state with leadership and guidance to support efficient and effective government, a world class workforce, and responsible financial management.

The Results First Initiative identifies public services that have been proven to work. By funding evidence-based practices, the state can improve outcomes for Minnesotans and do so in a cost-effective way. Minnesota Management & Budget (MMB), in partnership with the Pew Charitable Trusts and MacArthur Foundation, uses the Results First framework to inventory currently funded services, review which ones have evidence of effectiveness, and conduct a benefit-cost analysis using a statistical model. This peer-reviewed model was developed by the Washington State Institute of Public Policy (WSIPP) and is the product of ongoing, systematic assessment of high-quality evidence to identify practices that promote better outcomes.

Victor Lutenco

Mr. Lutenco is a senior executive manager with over 12 years of experience in design, coordination, implementation, monitoring, and evaluation of migration-related programs. He has worked with government entities, international organizations, and NGOs in Moldova, his home country. Mr. Lutenco founded the Diaspora Relations Bureau as the first government agency to tackle the development cooperation dialogue with migrants and the Institute for European Policies and Reforms, which rapidly became one of the most influential think-tanks in Moldova. He also advised two Prime Ministers on social and development policies. He developed the Diaspora 2025 Strategy, conceptualized and implemented the DOR Program for second-generation migrants, made key contributions to the liberalization of the visa regime with the EU and supervised the development of more than 15 strategic policy documents of the government of Moldova in the social policy sector. During his career, Mr. Lutenco has had extensive experience designing and delivering capacity building training for over 3,000 public servants, migrants, mayors, priests, police officers, judges, prosecutors, social assistants, and students. He is a versatile quadrilingual (English, Russian, Italian, Romanian) communicator and a skillful negotiator. While serving in the municipal council of Chisinau, Mr. Lutenco created and started the very successful implementation of the participatory budgeting.
